The Rueter-Hess Reservoir is located on Hess Road, one mile east of I-25 at the Castle Pines Parkway exit. The reservoir is owned by the Parker Water & Sanitation District for purposes of providing drinking water storage. The Rueter-Hess Recreational Authority (RHRA) is a partnership that provides recreational opportunities for the public at the Rueter-Hess Reservoir.

For 2021, the RHRA contracted with South Suburban Park and Recreation District to manage and provide recreational programming and services on behalf of the RHRA.

In addition to paddleboarding, there are also walking trails and the one mile, 132-step Parker Incline
