Open Letter to the Residents of Castle Pines North

Castle Pines North is a small community with a bright future.

We want to take a moment of your time simply to share a key part of our vision for the future of the community as it pertains to simplifying our governmental structures, minus political overtones, misinformation or mixed messages. Our plans are simple and transparent. As your elected leaders, and your neighbors, we are working toward definitive and prudent steps to manage our community’s long-term future.

Since the inception of the City, a shared vision of both the past and present City Councils has included three key elements, without compromise:

Support renewable water through sustainable financing approaches

Reduce layers of government and unneeded duplication of governmental services

Allow the citizens of Castle Pines North to have autonomy over their future

One important component of our plan involves integrating the management and operations of the Castle Pines North Metropolitan District with the City’s current operations. This is about providing high-quality, low-cost municipal services for all of our residents and business owners and ensuring renewable water for the future of our community.

The integration of Metro District services with those of the City follows through with the plan set forth when we incorporated our City.

We want every resident to understand that we are not simply eliminating the Metro District and starting from scratch. Rather, we are looking at a thoughtfully structured integration of services. The City has a plan in place for this to work efficiently and successfully, and we have already hired a new interim director of utilities who is fine-tuning this plan.

Residents are unlikely to notice any difference in the day-to-day services they receive presently, although they will likely notice their tax bills going down.

In our small, tight-knit community it makes no sense for two government entities with nearly identical geographical boundaries to function separately as two independent layers of government. Quite simply, an integration of services will increase efficiencies, cut long-term taxes and provide financing options that the Metro District alone does not currently have to secure additional renewable water resources essential for the continued long-term economic health of the community.

Those of you following this issue may have seen a letter from the Metro District Board President making assumptions about the District’s financial standing if the integration goes forward. Rest assured, the City has spoken with Wells Fargo representatives, and they have confirmed that the City’s plan for integration does not put our community at any financial risk regarding current or future water operations or resources.

By early June, the City will have shared our integration plan with the Metro District staff and board members and will ensure every resident of Castle Pines North is provided with detailed information on this plan as well.

This is our community, and we wholeheartedly encourage healthy debate based on facts as part of the civic process. We want you to know that our vision is not about politics or scare tactics. You elected us to be truthful, thoughtful, and to guide our community toward a successful future with everyone’s best interest at heart. That is what we are doing and will continue to do on your behalf.

If you have questions, please ask us, or visit our new website that will be updated regularly with information about this and other issues. You can find the site at: www.CPNFacts.com.

On behalf of our City,

City of Castle Pines North City Council Members
