Old becoming new: City Hotel in Castle Rock will be renovated

The new vision for City Hotel on the north side of downtown Castle Rock includes a 33-room boutique hotel, 2,580 square feet of retail space—capitalizing on the location—and views with a fourth-floor rooftop bar and restaurant.

In 1872, before Castle Rock became a town, the City Hotel was a welcoming sight for settlers looking for a place to rest and to get a good deal on room and board. The hotel is one of Castle Rock’s oldest buildings and historical landmarks and it still stands today at 415 Perry Street—but barely.

It is a new age; a new era and plans are in the works to develop the building into a modern facility that will be a focal point for the north side of Castle Rock’s vibrant downtown.

“City Hotel has sat vacant for many years and the future of the building was unclear,” said Castle Rock Mayor Jason Gray. “This project will rehabilitate and preserve the historic building, and it will help maintain the Town of Castle Rock’s (Town) distinct character and identity.”

Former mayor Tim White and his firm White Development, LLC (White) bought the building in 2012 and developed it into affordable housing before the facility closed in 2018.

The new vision for City Hotel includes a 33-room boutique hotel, 2,580 square feet of retail space—capitalizing on the location—and views with a fourth-floor rooftop bar and restaurant. White will invest approximately $12 million for the renovations.

Earlier this year, the Town’s council voted 4-3 for redevelopment of City Hotel and offered a loan of $750,000 that White will pay back in 10 years as well as allow the developer to retain 50% of the sales tax revenue up to $1 million or 10 years. The Downtown Development Authority also contributed $50,000 for traffic improvements.

The finalizing of permits and financing is moving forward, and the hope is to begin the project this summer, with a goal of opening doors to the community by summer 2027.

“The City Hotel project will help further the Town’s strategic vision of a welcoming community with an historic downtown,” said Mayor Gray. “The project will create additional lodging and dining options and more jobs.”
