New procedure for 2011 property valuation notices

As a result of the Douglas County 2011 reappraisal, the Assessor’s Office will mail each property owner in the Castle Pines community a notice of the appraised value of their property, with some important differences from past notifications.
This year, in order to reduce the cost of mailing valuation information to property owners, the assessor’s office will mail postcards instead of long notices. The longer notice of value for 2011 will still be available on the assessor’s website as a tab on the individual property’s parcel detail page. Homeowners should receive the postcard the first week of May.
Every two years, the assessor’s office revalues all real estate in the county as of an appraisal date set by state law. This year, the date is June 30. Every year, the assessor’s office disregards the old valuations and starts from scratch using an entirely new sales list. In other words, they are not allowed to adjust values up or down by a percentage, but instead have to analyze sales from a specific time frame. In the case of the 2011 reappraisal, this was from July 1, 2008 to June 30, 2010. The assessment can not take into account sales or market influences that occurred after June 30, 2010.
