City and Metro District Enter into IGA

The City of Castle Pines and the Castle Pines North Metro District (CPNMD) have entered into an intergovernmental agreement (IGA), transferring the CPNMD stormwater system maintenance and billing to the City. According to the terms of the IGA, the transfer is scheduled to take place on September 30.

CPNMD has managed the community’s stormwater system for decades. However, the rapid buildout of Castle Valley south of Castle Pines Parkway and The Canyons east of I-25, prompted the City to begin developing its own stormwater management system. Consolidating stormwater management and billing under one jurisdiction’s stormwater enterprise fund will eliminate redundant administration and serve residents more efficiently.

For many years, CPNMD has charged a $5 stormwater fee per month (per ¾” residential water meter). Based on the City’s stormwater system assessment – and consistent with best practices for enterprise funds – the City may consider adjusting its monthly stormwater fee this fall or next year to ensure it covers all costs-of-service, including financing, designing, building, operating, and maintaining the newly integrated stormwater system.
